Active Shooter Response For Real People

Active shooter training is one of the most misunderstood categories of firearms instruction. The online version is theoretical; the generic version runs a one-hour lecture and a 'run-hide-fight' slide deck. USS Academy's program is different: scenario-based, legally framed, and taught by instructors who have sat the brief for agency response and who understand what a civilian is actually legally empowered to do.

The program is structured to serve three audiences: civilians who want to understand the decision tree during a mass-casualty event, church security teams operating under Florida's church-security statutes, and workplace safety committees building evacuation, cover, and response protocols for their facility.

What the Program Covers

Section one is doctrine. We walk through the decision tree under acute stress: identify the threat, separate from it, deny access, or engage (only if lawfully empowered and tactically positioned). We are deliberate about the fact that engagement is the last option, not the first — and that for most civilians, creating separation and barriers will save more lives than a head-on engagement would.

Section two is legal. Florida Statute 776 governs justifiable use of force including Stand Your Ground and Castle Doctrine. Church security teams operate under specific Florida provisions. Workplace responders operate under employer-authorized doctrine. Each framework is explained in plain English with real case citations.

Section three is scenario work. We run force-on-force scenarios using inert training weapons (SIRT pistols, Simunition where range-appropriate), graduated-complexity shoot/no-shoot drills, movement under stress, communication with 911 and responding LE, and the critical period of officer arrival when a civilian responder can be easily misidentified.

Section four is range integration. Students who are armed (concealed carriers or church-security designees) run live-fire drills focused on the short-distance, high-stress engagements characteristic of active shooter events — draw from concealment, head-shot accuracy at 5-10 yards, emergency reloads, and single-hand operation. Ammunition requirement: 100-150 rounds per student.

Who the Program Serves

Civilians: adults holding a valid Florida CWP (or trained civilians operating under Florida's permitless-carry provisions) who want structured preparation. The program can also serve concerned citizens who will never carry but want survival-fundamentals training. The non-armed path is supported.

Church Security Teams: many Central Florida congregations now maintain a volunteer security team. Florida law provides specific structure for this. USS Academy supports full-team bookings including legal briefing, protocol design, drill execution, and after-action review.

Workplace Safety Committees: HR, facilities, and security leaders responsible for office active-shooter protocols. Our workplace module includes a walkthrough of the specific facility (or a facility diagram) and protocol tuning for realistic evacuation, lockdown, and response options.

We teach with legal literacy. Florida's active-shooter environment is governed by real statutes — 790, 776, and specific provisions for churches, schools, and workplaces. We teach those statutes explicitly rather than hand-waving at them.

We keep scenarios realistic. We run force-on-force in classroom mock-ups and at the range under conditions that approximate an actual event — not sanitized demonstrations. Every scenario ends with an instructor after-action review that covers what went well, what did not, and why.

Is this program only for armed participants?

No. We support non-armed participants through the full program. Armed participants run the additional live-fire integration block.

Is this program for church security teams?

Yes. Church security team bookings are a regular part of our schedule. Book your whole team together for maximum scenario cohesion.

Can employers book this for their workforce?

Yes. Corporate and workplace bookings are supported and include facility-specific protocol tuning.

How long is the program?

Approximately 6-8 hours for standard bookings. Full-team and customized programs run longer.

Do we need to bring firearms?

Armed participants bring their duty or carry firearm. Non-armed participants need only eye and ear protection, water, and appropriate range clothing.
